CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM, HEALTH BENEFIT SERVICES BRANCH

During 1997, we completed a project to develop and assist with implementing a new organizational structure for CalPERS' Health Benefit Services Branch. The project scope encompassed nearly 150 staff. Major tasks included (1) conduct of individual interviews with all Branch managers and selected external stakeholders, (2) a confidential survey to obtain input from all Branch staff, (3) development of a "Current State" Organizational Profile, (4) identification and evaluation of alternative conceptual organizational structures, (5) preparation of a detailed Organizational Plan and Realignment Transition Plan, and (6) assistance with implementation. The entire project, from start-up through implementation, was completed in less than three (3) months. The restructuring resulted in a flattening of the Branch's management structure, consolidation of business units at the division and section levels, and realignment of staff within individual work units.

CALIFORNIA ENERGY EXTENSION SERVICE, SMALL BUSINESS ENERGY COST REDUCTION PROGRAM DEVELOPMENT

During the early 1980s, we provided assistance to small businesses in California to reduce their costs for energy. This major statewide assistance venture provided a variety of services to industrial and commercial businesses with fewer than 400 employees and $12 million in annual revenues. This included conduct of over ninety Energy Cost Reduction Forums, and preparation of a Business Handbook for Energy Cost Reduction, a Business Energy Accounting Model, a Business Energy Accounting Manual, and a Business Guide to Energy Programs and Tax Incentives.

CALIFORNIA STATE TEACHERS' RETIREMENT SYSTEM, ORGANIZATIONAL RESTRUCTURING

During the early 1980's, we completed an engagement to restructure the organization and staffing of all major operating units, and reorganize existing work methods and procedures to facilitate the implementation of an on-line information system which we designed and assisted the STRS in implement.

CALIFORNIA STATE LEGISLATURE, JOINT RULES COMMITTEE, DEPARTMENT OF CORRECTIONS AND REHABILITATION INMATE POPULATION PROJECTION MODEL DEVELOPMENT

During 1981, we prepared a set of independent long-term inmate population projections. In addition, we completed a critical analysis of the simulation model used by CDCR for projecting inmate population.
