COUNTY OF ORANGE, SHERIFF-CORONER'S DEPARTMENT, WORKLOAD AND STAFFING ANALYSIS

We completed a comprehensive assessment of sheriff's services and associated manpower and equipment requirements. Our responsibilities included (1) review of organization structure, major policies, and operational planning, and (2) determination of manpower and equipment requirements for the patrol, investigation, and inmate transportation functions. Additionally, we assessed the feasibility of contracting out responsibility for providing patrol and investigation services for unincorporated islands in the county.

COUNTY OF SAN DIEGO, DEPARTMENT OF PUBLIC WORKS, SOLID WASTE DIVISION, PROGRAM EVALUATION

We completed a management audit of the Solid Waste Division and a financial review of the County's Solid Waste Enterprise Fund (SWEF), which had annual revenues of about $45 million. The project was authorized primarily because of concerns about (1) large recent increases in staffing, operating costs, and tipping fees, (2) anticipated needs for much higher tipping fees in the near future, (3) use of SWEF revenues for non-solid waste purposes, (4) overall management of the County's solid waste management program, and (5) financial solvency of the County's solid waste management system. About 200 positions were included in the project scope. Major tasks included (1) review of the Division's management, organization, operations, and staffing, (2) assessment of environmental compliance status at each of the County's five publicly-owned active landfills, and at about forty inactive sites, (3) analysis of anticipated operational, cost, and financial impacts of a $134 million, 2,100 ton-per-day mixed waste processing facility under construction at one of the County's landfills, (4) evaluation of the effectiveness of the County's recycling programs, and (5) development of independent estimates of annual cash flows for a ten-year period to determine the financial solvency of the SWEF. We also conducted a benchmark survey of selected business processes at five other county waste management agencies in major metropolitan areas within California.

COUNTY OF SANTA BARBARA, SUPERIOR COURT, ORGANIZATIONAL RESTRUCTURING

We completed an engagement to organizationally merge and restructure Santa Barbara County's Superior Court and Clerk of the Court organizations. About 160 positions were included in the project scope.

NEVADA STATE CONTRACTORS BOARD, LICENSING AND ENFORCEMENT PROGRAM ASSESSMENT

We completed a comprehensive assessment of the NSCB's Licensing and Enforcement Programs, and related administrative support services. As part of the assessment, we collected, compiled, and analyzed detailed historical and current workload, backlog, staffing, and performance data for each major business process. Additionally, we prepared profiles of the current Licensing and Enforcement Programs and supporting business processes, identified and evaluated improvement opportunities, and prepared an integrated portfolio or recommended improvement initiatives. Results of the assessment were summarized and presented to the NSCB's governing Board. We also drafted a set of substantive changes to the Nevada State Contractor's License Law all of which were subsequently adopted by the Nevada State Legislature and signed into law. We also drafted a set of amendments to the regulations governing these programs. Additionally, we conducted a search for and recruited a Database and Applications Specialist for the NSCB, a new senior-level staff position that we recommended be created.

OREGON PUBLIC EMPLOYEES' RETIREMENT SYSTEM, SYSTEM DESIGN AND PROCESS REENGINEERING

We prepared the General Design documentation to meet the Agency's data processing needs. Responsibilities included review of the current organization, responsibilities, and objectives; definition and analysis of work flow, activities and volumes; and determination of appropriate data processing applications to improve effectiveness, efficiency, and fiscal controls.
