CALIFORNIA PUBLIC UTILITIES COMMISSION, BART FIRE SAFETY PROJECT ASSESSMENT

During 1985, we completed an assessment of the cost-effectiveness of nine disputed Bay Area Rapid Transit System (BART) fire safety improvement projects with an estimated capital cost of approximately $20 million. The project also included assessment of the financial and operational impacts to BART (e.g., impacts on fares and schedules for completion of other projects) if the CPUC ordered implementation of the capital improvements.

CALIFORNIA DEPARTMENT OF CONSERVATION, STATE SALVAGE FORENSIC ACCOUNTING AND LITIGATION SUPPORT SERVICES

During 1986, we completed a material flow audit of the State's largest recycler of beverage containers. We identified the illegal flow of materials and recycling payments through a rigorous analysis of hundreds of thousands of business documents. The approach yielded extensive support for a civil complaint under the Racketeer Influenced and Corrupt Organizations (RICO) Act as well as parallel federal criminal charges by the U.S. Attorney's office. The defendant pleaded guilty to criminal charges, paid the DOC $1.8 million to settle the case, and agreed to cooperate with an expanded civil and criminal investigation of fraud in the recycling industry.

CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM, OPERATIONS SUPPORT SERVICES DIVISION

During 1998, we completed a reengineering assessment of the Operation Support Services Division. The study scope encompassed approximately 70 positions dispersed across more than fifteen functionally specialized business units, including faculty planning, space design and maintenance services, procurement and materials management services, telecommunications services, and centralized office support services such as records management, central records, micrographics, reprographics, and mail/messenger services. Following completion of the "Current State Assessment" we provided assistance with the development and implementation of a portfolio of performance improvement initiatives that encompassed changes in organizational structure, staffing, business processes, and support systems and equipment.

JUDICIAL COUNCIL OF CALIFORNIA, ADMINISTRATIVE OFFICE OF THE COURTS, COUNCIL & LEGAL SERVICES DIVISION, COURT PROFILES PROJECT

During 1998, we performed an assessment of a long-term project underway at the AOC to utilize dynamic simulation modeling to determine trial court judgeship needs. At the time, there were more than 500 authorized judgeships at the State's Superior and Municipal courts and the State lacked a quantitatively-based method for determining whether additional judgeships were needed. Site reviews were conducted at a number of trial courts that were involved in large-scale workload data collection efforts needed to support the project. Additionally, we conducted a targeted survey of judgeship need determination processes used in other states. We also identified and assessed a continuum of alternative approaches that could be used for judgeship need determination purposes. The approaches considered included (1) unweighted filings, (2) weighted caseload, (3) static case process modeling, and (4) dynamic simulation modeling methods. As a result of the assessment, further efforts to implement dynamic simulation modeling were suspended. The results of the assessment were utilized by the AOC to restructure its entire approach to determination of trial court judgeship needs. Subsequently, we were engaged to provide assistance in constructing a set of first generation quantitative indicators that can potentially be used to compare judicial workload on a common basis across jurisdictions, and guide future judgeship need model development efforts.

CALIFORNIA FRANCHISE TAX BOARD, GENERAL SERVICES BUREAU

During 1998, we were engaged to conduct an assessment of the General Services Bureau's organization, workload and workflow, management, and staffing. The General Services Bureau had primary responsibility for a broad range of facilities services that supported operations of the FTB's entire statewide organization. Additionally, we assessed the level of customer satisfaction with the products and services provided. Finally, we developed an integrated portfolio of improvement initiatives and provided assistance in preparing a plan for their implementation
