JUDICIAL COUNCIL OF CALIFORNIA, ADMINISTRATIVE OFFICE OF THE COURTS, COUNTY CHARGE-BACK PRACTICES ASSESSMENT

During 1999, we were engaged to conduct an assessment of the level and causes of increases in county charge-backs to the trial courts for various services provided, including technology support services, business services, administrative support services, and a variety of allocated indirect and overhead costs. About a dozen trial courts were included in the scope of the assessment. Additionally, we provided technical assistance to the various courts in analyzing court charges and in developing strategies for negotiating adjustments to the costs and/or methods used for charging such costs to the courts.

JUDICIAL COUNCIL OF CALIFORNIA, ADMINISTRATIVE OFFICE OF THE COURTS, SECURITY SERVICE ASSESSMENT

During 1999, we were engaged to conduct a review of the Court Security Services Office of the California Highway Patrol. The Court Security Services Office provides security services to the six districts of the Courts of Appeal, the Supreme Court, and the Judicial Council of California, including the Administrative Office of the Courts. The primary purpose of the review was to assess the operations of the CHP's Court Security Services Office in relation to the costs charged for the security services provided. Additionally, we reviewed the CHP's policies and procedures related to development of monthly invoices for court security services.

JUDICIAL COUNCIL OF CALIFORNIA, ADMINISTRATIVE OFFICE OF THE COURTS, JUDICIAL COUNCIL SERVICES DIVISION, JUDGESHIP NEEDS INDICATOR ASSESSMENT

During 1999, we were engaged to provide assistance in constructing a set of first generation quantitative indicators that could be used to compare judicial workload on a common basis across jurisdictions, and guide future judgeship need model development efforts.

JUDICIAL COUNCIL OF CALIFORNIA, ADMINISTRATIVE OFFICE OF THE COURTS, TRIAL COURT SERVICES DIVISION, CRC 810 POLICY ASSESSMENT

During 1999, we were engaged to provide assistance in identifying and assessing (1) current allowable and non-allowable costs under CRC 810, (2) ambiguities in CRC 810's current provisions, and (3) alternative policy considerations related to state and county trial court funding responsibilities.

JUDICIAL COUNCIL OF CALIFORNIA, ADMINISTRATIVE OFFICE OF THE COURTS, PROCUREMENT AND CONTRACTING GUIDELINES DEVELOPMENT

During 1999, we were engaged to provide assistance in developing a set of Model Trial Court Acquisition Guidelines that can be adopted by trial courts to govern their goods and services contracting and procurement processes.
