CALIFORNIA DEPARTMENT OF CONSUMER AFFAIRS, BOARD OF MEDICAL QUALITY ASSURANCE, ENFORCEMENT DIVISION

During 1986, we performed an assessment of the management and operation of the Enforcement Program of the Board of Medical Quality Assurance (BMQA). At the time, the BMQA had approximately 85 staff. The assessment was authorized because of problems related to (1) steadily increasing workload, (2) static staffing levels, and (3) concerns about the efficiency of field and office support service operations. The principal goals of the study were to (1) determine if there were ways to improve efficiency or effectiveness, and (2) develop measures that could be used to determine personnel-year requirements on an ongoing basis. Organizational structure, management, policies and procedures, and operations were reviewed. In addition, we assessed needs for changes in legislation, regulations, and management controls.

CALIFORNIA EMPLOYMENT DEVELOPMENT DEPARTMENT, OFFICE SERVICES GROUP

During 1987, we completed an assessment of the Office Services Group and associated administrative support processes. Approximately seventy-five (75) positions assigned to centralized word processing, composing (typesetting), graphic arts, and duplicating service areas were included in the project scope. Recommendations were developed for improving the effectiveness and efficiency with which services in these four areas are performed and delivered. Organization structure, reporting relationship, staffing, position classification, methods, procedures, workflow, management information system, and space layout issues were addressed.

CALIFORNIA DEPARTMENT OF EDUCATION, DEPARTMENT-WIDE OFFICE SUPPORT SERVICES

During 1987, we completed a department-wide assessment of the Department of Education's office support services. Approximately 370 positions, with twenty-two different position classifications, were included in the study scope. The assessment was authorized as a result of management's concerns with a wide range of operating problems being experienced at the Department involving the performance and delivery of office support services. As part of the assessment, we surveyed all office support staff within the Department. Thirty-four recommendations were developed for improving the effectiveness and efficiency with which office support services at the Department of Education are performed and delivered. Organizational, personnel, office systems and equipment, and staffing allocation issues were addressed.

JUDICIAL COUNCIL OF CALIFORNIA, ADMINISTRATIVE OFFICE OF THE COURTS, SOLANO COUNTY TRIAL COURT SOLVENCY ASSESSMENT AND FISCAL MANAGEMENT SERVICES

Beginning in late 1999, we were engaged to provide technical assistance to the Solano County Trial Courts in addressing a broad range of financial issues that the court believed would result in a major curtailment of court operations, or shut down of the court entirely, by not later than April 2000. Results of our efforts indicated that a curtailment or shut down of court operations was not imminent, but that court management lacked the tools and capability to effectively monitor their current and prospective fiscal condition. Additionally, the court's fiscal circumstances were determined to be the result of a one-time, prior year carry forward deficit, rather than a continuing structural imbalance between revenues and expenditures. Subsequent efforts focused on developing a set of financial monitoring tools and continuously assisting the court in assessing their current financial condition and projecting future revenues, expenditures, and cash balances. Additionally, we provided assistance to the court in its communications with the Administrative Office of the Courts and the County regarding its fiscal circumstances and needs.

JUDICIAL COUNCIL OF CALIFORNIA, ADMINISTRATIVE OFFICE OF THE COURTS, AUDIT SERVICES RFP DEVELOPMENT

During 2000, we were engaged to provide technical assistance to the AOC in developing a Request for Proposals to obtain the services of certified public accounting firms to perform independent financial audits of the State's trial courts.
